The Township Manager is appointed by the Township Board to execute the policies established by the Board and to supervise day-to-day aspects of operations within the Township. The manager exercises fiscal, administrative, and personnel direction over all of the Township’s Departments. The manager also acts as an advisor to the Downtown Development Authority (DDA), Planning Commission, and all other committees established by the Township Board.
Russ has been the Thomas Township Manager since 2002. Prior to taking over the helm at Thomas Township, he was the Township Manager for Tittabawassee Township from 1995 – 20025 and the Assistant Manager for Saginaw Township from 1986 – 1995.
